Born on October 14, 1972 in the village of Priozernoe, Tarbagatai district of the East Kazakhstan region.

In 1994, he graduated from the East Kazakhstan State University, and in 1997 - the National Higher School of Public Administration under the President of the Republic of Kazakhstan.

Ph.D. in Political Sciences.

He began his career in 1995 as a First Category Specialist, Leading Specialist of the Committee on Languages ​​under the Cabinet of Ministers of Kazakhstan.

From 1995 to 1996, he worked as Leading, Chief Specialist of the State Committee of Kazakhstan on National Policy.

In 1997, he held the position of the Deputy Head of the Department for the Coordination of Language Policy of the Ministry of Education and Culture of Kazakhstan.

From 1997 to 2001, he was as the Head of the Youth Policy division of the Internal Policy Department of the Ministry of Information and Public Accord of Kazakhstan.

From 2001 to 2002, he served as the Deputy Director of the Department of Internal Policy of the Ministry of Culture, Information and Public Accord of Kazakhstan.

In 2002 - Director of the Youth Policy Department of the Ministry of Culture, Information and Public Consent of Kazakhstan.

From 2002 to 2004, he was Head of the Unit, Head of the Domestic Policy Department of the Presidential Executive Office of the Republic of Kazakhstan.

From 2004 to 2005, he worked as Head of the Social and Political Division of the Department of Domestic Policy of the Presidential Executive Office of the Republic of Kazakhstan.

From 2005 to 2006, he served as Head of the Social and Political Department of the Presidential Executive Office of the Republic of Kazakhstan.

From 2006 to 2007, he was the Head of the Department of State Control and Organizational Work of the Presidential Executive Office of the Republic of Kazakhstan.

From 2007 to 2008, he worked as Deputy Chief of Staff of the President of the Republic of Kazakhstan.

From 2008 to 2009, he served as First Deputy Chairman of the “Nur Otan” People’s Democratic Party.

From 2009 to 2016, he worked as Managing Director of “Samruk-Kazyna” National Welfare Fund”.

From 2016 to 2018, he was the Senator of the Parliament of the Republic of Kazakhstan.

In 2018, he was appointed as Minister of Religious Affairs and Civil Society of Kazakhstan.

From 2018 to 2019 - Minister of Public Development of Kazakhstan.

In March 2019, he was appointed as Head of Office of the Prime Minister of the Republic of Kazakhstan.

On March 25, 2019, by the Decree of the Head State, he was appointed as First Deputy Chief of Staff of the President of the Republic of Kazakhstan.

He is awarded with “Qurmet”, “Parasat” Orders, and has a number of medals.

He married with two children.
